The European state of the union started in 2009, following the United States state of the union tradition. This year was Juncker’s first state of the Union speech which got monopolized by the migrant crisis in Europe. Jean-Claude Juncker made it clear, the EU is to set up a quota system for accepting asylum seekers and that all efforts are to accept and legalize refugees.

To relocate refugees throughout the member states, the European Commission president declared that a “permanent relocation mechanism” is to be created to deal with the migrant crisis.
