Microsoft expanded its partnership with insurer Manulife on July 22, adding the Frontier Suite to govern AI across the company's global operations.1 Snowflake followed a day earlier with CoCo, an agentic control plane already deployed by Fanatics, Thomson Reuters and WHOOP.2

Global survey data expose a gap behind the momentum. Enterprise leaders worldwide say they lack a clear roadmap and ownership model for agentic AI, even as deployment accelerates.3 Security and privacy concerns rank as the top adoption obstacle internationally, ahead of cost and talent shortages.4

Manulife, which operates across North America and Asia, framed its expanded Microsoft deal around that risk. Executive Shamus Weiland said the Frontier Suite gives the insurer "the scale, security, stability and intelligence" to "embed AI responsibly across the franchise."1 Snowflake pitched CoCo similarly, calling it a "unified, governed environment" rather than another disconnected tool.2

Sentiment is mixed but improving. Vendors are building governance into products upfront instead of bolting it on later, responding directly to enterprise leaders' top complaint.34

Still, a control plane only works once an organization names an owner. Global survey data show most enterprises have not made that call, even as they sign expanded contracts and launch new platforms across markets.3

The pattern repeats across regions: adoption measured in partnerships and product launches, governance still measured in open questions about ownership and risk.
